Pacta is built from Costa Rica for a simple reason: the businesses with the most to gain from AI agents are the ones agents cannot find or trust today. This page says who they are, and the numbers we will use to prove it is working.

AI agents are starting to spend real money on real services. When they do, they buy from whoever they can verify: big brands, big platforms, companies with API teams. A good notary in Guanacaste or a solid agency in Medellín does everything right in the physical world, but to an AI agent it is invisible, and trusting it is a leap of faith.
Los agentes de IA están empezando a gastar dinero real en servicios reales. Y cuando lo hacen, le compran a quien pueden verificar: marcas grandes, plataformas grandes, empresas con equipos de API. Un buen notario en Guanacaste o una agencia seria en Medellín hace todo bien en el mundo físico, pero para un agente de IA es invisible, y confiar en él es un acto de fe.
If nothing changes, the new agentic economy concentrates on the players that were already winning. Pacta exists so that the smallest registered business can offer an AI agent the same guarantee a giant can: money held in escrow, collateral behind the promise, and proof checked against the official registry it is already listed in.

Buying land abroad, forming a company, getting a permit: things people postpone for fear of being cheated. With Pacta the money waits in escrow until the proof checks out against the official registry, so the fear has a mechanism instead of a lawyer on retainer.

Everything is MIT licensed: the engine, the spec, the MCP server, the examples. A cooperative in Peru or a chamber of commerce in Kenya can run its own marketplace for its own region, on its own registries, without asking anyone's permission.

How we measure itCómo lo medimos
Impact claims are easy to inflate, so Pacta's are countable by design. Every cent moves through a double-entry ledger anyone can audit, which means the impact numbers are not survey answers: they are rows in a database.

Honesty first: today those counters run on simulated money and demo businesses. The mechanics are real and tested; the population is not yet. That is exactly what the pilot below is for.

A 12-week experiment in Guanacaste, Costa Rica, with 3 to 5 real registered businesses: notaries, surveyors, small legal and paperwork firms. Recruited through local chambers and personal networks, onboarded in Spanish, and run against the country's actual public registry.

Recruit and onboard. Each business publishes real offers in a sandbox with simulated money, and we measure how long onboarding actually takes for a non-technical firm.

Weeks 5 to 10Semanas 5 a 10
Real engagements, small amounts. Agents hire the businesses for low-risk jobs, money moves through escrow, and every deliverable is verified against the registry.

Publish everything: the counters above, what broke, what the businesses said, and the raw anonymized data. A pilot you cannot audit is marketing.

Targets we commit to in advance, so the pilot can fail visibly: at least 20 engagements settled through escrow, 100% of payments held until a verified proof, at least one dispute exercised end to end with a real slashing, and onboarding under one day per business.
